FLORENCE — Water and sewer improvements have been a priority for the city of Florence, but some city officials have pointed to a cause for delays they have no control over.

The city has $1 million budgeted for state Department of Transportation projects — money that sometimes pays for projects that hinder the city’s own water and sewer goals, some officials said.
