Education Superintendent Ellen Weaver control over spending decisions in the district — that in fact a majority faction on the board was determined to defy her decisions just for the sake of defying them.
Then came the inspector general’s report.
And suddenly, the question of whether she would have to find a way to take full control of the district was answered.
