WMBF News reports that HORRY COUNTY, SC (WMBF) - An anonymous letter from officers inside the Horry County Police Department is criticizing department leadership, and the department said it never received it.

WMBF News received an email from someone identifying themselves as an HCPD officer using a “John Doe” pseudonym, which included a letter they said was sent to every member of Horry County Council.

The letter, received by council on May 12, included an indictment of department leadership.

“Over the last several years, employees and the public have witnessed repeated deception, coverups, favoritism, and failures in accountability from department leadership,” the letter reads.

The letter specifically mentioned controversies surrounding the investigation into the 2023 shooting on Camp Swamp Road that killed Scott Spivey and allegations against former Deputy Chief Lance Winburn, who retired in April after an internal investigation found a policy violation connected to his involvement in a 2022 arrest.

It also referenced a situation employees refer to as “Green Sea 14,” with allegations that on-duty misconduct was suppressed because it reached too high in the chain of command.
